Volunteers are members of the community who go through a 40-hour training program. Nominally, their duty is to collect information on the child and his circumstances, with an eye to his "best interests," then report back to the Court. In practice, the CASA volunteer can become a sort of Big Brother or Big Sister to the child and follow him throughout the court process until he achieves "permanancy." Some volunteers end up adopting their children. The program is run by the District Court, with offices in the court complex. There are about 6 or 7 paid employees and 200-300 volunteers. A paid representative of the CASA program sits in on all status-check hearings in foster care cases, appointing volunteers at the request of the Court.

CASA is different than the CAP program, although both may be assigned to a child. A CAP is an attorney who is supposed to represent the "wishes" of the child. The CASA is a volunteer, is usually not an attorney and is supposed to represent the "best interests" of a child.

The CASA staff are paid directly by the county and occupy an office in the Family Court Complex (currently Zenoff Hall).
