Nationally known consultant on child welfare who once served as director of DCFS. As a consultant to the county, Cotton wrote at least two reports (in 2006) critical of Clark County's child welfare practices, then he "switched sides" in Feb. 07 and agreed to be an expert witness for a group that is suing the county.
