ICOJ allows juveniles who have been found guilty of a crime in one state to serve their probation or parole in another. The compact only applies to juveniles who have been adjudicated (formally found guilty) so it cannot be used when a case is "held open" (handled informally).

In the other state, the terms of the juvenile's parole and probation still apply, but authorities in that state are responsible for the child's supervision.

In court, the acronym is often used as a verb, as in, "The juvenile was ICOJ'ed to Montana."

In the dependency domain, the equivalent program is "ICPC," or Interstate Compact on Placement of Children.
