TPR is the legal process by which parents permanently lose their rights to care for and even see their children. TPR is the end-point of abuse/neglect proceedings. If children are taken from their parents due to the parents' drug abuse or some other problem, the parents are usually given an opportunity to correct the problem. If a year or two goes by, and no significant progress has been made, then the matter is set for a TPR trial. At the trial, evidence is presented to the judge of the parents' unfitness, and the parents have a right to counsel and to an opportunity to refute the charges.
