Hardcastle is the elected judge with overall responsibility
for all abuse/neglect and foster case cases. He personally
handles all cases from the DFS Central unit,
all Fast Track infant cases,
all Termination of Parental Rights (TPR) proceedings,
and all foster care reviews.

The courtroom for "hard" juvenile crime. Voy, an
elected judge, handles
most serious juvenile felonies,
Juvenile Sex Offenses (JSO) and all
"certifications," where a youth is referred to
adult court for some serious crime (such as
murder). He may also review or affirm decisions
made by his two Hearing Masters.
